What is wrong with this picture?

This is an unretouched copy of a picture from the daily newspaper The West Australian from around the early 1980s, and it shows the then-Premier Sir Charles Court shaking hands with a Boy Scout while another youth politely looks on. Harmless enough, you would think.

OK, now follow the eye-line of the boy in the middle of shot. That is, work out where it is that he is looking.

What IS that? It CAN'T be what I think it is, surely!
